Allow receipts to be generated for accounts without an email address

Not all constituents use email (older folks, some companies, donors who give offline and don't provide an email address when giving) and it would be helpful to be able to generate and mail a receipt per their wishes.

    We have a lot of older folks who do not have email addresses and need confirmation by post. Currently this has to be a manual process.
