Allow "up to" X registrants on a fee, not a set number

We have sponsorship levels for our 5K race that include registration for UP TO 10 individuals. Oftentimes sponsors only send a few people - but on the online form, the only options are to enter information for a full 10 registrants or select "this registrant will provide information later at the event" for 5+ "registrants." This then creates 5+ "shell" registrants that never actually existed.

We need an "I am finished adding registrants" option to skip ahead to the next section after they registered their team of 4 or 8 or whatever people.

    I think it is clear that Blackbaud isn't going to invest too much more in the event registration component, but this does seem like it would be an easy thing to do. It would be a huge timesaver for people who ARE trying to use your product!
