Add "state" as an option in list filters.

I was hoping the newly shipped ability to sort by city/state would address our need to filter lists by state, but that doesn't seem to be the case.  Our field staff are assigned by state, and we need the ability to filter lists by state in NXT.  That way static queries created in database view can easily be customized in lists for individual field staff.

    Filtering constituent Lists by state is currently available within the Location filters.
