RIght now, the primary flag on contact details can not be removed if it's the last record on file and you wish to make it inactive or DNC. It's defaulting to at least one record should be primary.
Going to benefit users as they update contact details rather than counting on Admin tasks to clean this up.
Option 1, however, I would also like the ability to manually unmark primary. An example of where that would be helpful is when there are two phone numbers - typically home and cell. Sometimes we just don't know what their preference is and this is misleading when it requires one to be primary. A warning that there are active phone types and none are primary would be nice. I know there are other ideas for this.

Users should be able to manually unmark Primary, even for the last active phone/email. It still isn't automatically tied to DNC or Inactive.
Yes! It can be misleading in constituent lists as the email that shows up is the one marked primary. Additionally, I have several Power Automate flows that rely on a primary email and I don't want inactive or DNC emails included.
