Base Email recipients on web view query, or create a list from query

Currently I identify recipients for marketing emails in query in database view, then I create a web view list based on a static query. I want to move this process to web view but I can't yet do this because web view List does not have all the filters I need. I can't yet create a web view List based on a web view Query because you can only create a List based on filters or a database view static query.

Rather than do the back and forth of "what filters do you need in List?" (answer would be everything you can imagine), please make it possible to do one of these as soon as possible:

1) Create a List based on a web view Query (latter could be dynamic or static merged)

2) Select a web view Query when choosing Email recipients

3) Both! Then we could choose whether we want a dynamic list for an email (like a newsletter that gets sent to all event attendees and the list just updates with whoever is added) or a snapshot list/query (like for an appeal with a one-time email send).

    It would be very helpful to have a dynamic query option, especially for scheduled emails.

    For example, during year end campaigns organizations often remove those who have already donated and their spouse's records from the next solicitation email. A dynamic query option would enable those emails to be scheduled and sent without needing to refresh a static query for the list right before the email is sent.

    Gift entry, database management, and email marketing are often done by different people and even different departments, which becomes complicated when static queries for email lists need to be refreshed after gift entry before an email is scheduled.
