It is currently possible to add consent to a record without selecting consent category - this has always been the case in db view, however webview forced users to select a consent category before displaying the radio buttons to choose an option.

This behaviour has recently changed in webview to be in line with db view's expected behaviour.

We would like to be able to make consent category a mandatory field - so that exactly what is being opted-in or out of is always recorded (even if it is "all categories" in one case).
