Allow Constituent Codes to be moved up or down one spot only instead of having to move them straight to the top. This setup requires users to play a game of figuring out what order to move them to the top in so the final result is the order they want for 3 or more Constituent Codes. In the example shown, I had to move them several times before they were in the required order.
