Add Role based Security options to RENXT Query abilities to protect access/execution of some existing Queries by non-Admins.

ALL RENXT users now have complete access by default to every Query (not just Static) that is defined in the database. There is NO ability to restrict access to specific Query Folders or define a specific folder structure to create/manage/run their own Queries. The only options available are either to completely Grant/Block Query for everyone or to Grant/Block just their ability to “Export” the results. DB Admins need the ability to restrict some Queries so only Admins are able to Access/Update/Execute (you can’t rely only on the Query Options checkboxes).

    We have to give query options to users because they need to see certain lists that can only be created using a static query. We would like to be able to restrict them from running their own queries and/or being able to run other queries created by other users. Permissions in general need more review and updates and really should not wait until the rest of "unified view" is built out.
