I'm not entirely sure what these Blank ID entries represent when using the View uses option and I get that the tool is trying to output data that can be used to query the records using the table entries.
However, it's incredibly frustrating to have mystery records sitting on table entries. Please output some kind of information for these records rather than just "Blank ID"
Just ran into this issue myself which was very frustrating because I was attempting to remove old table entries that are duplicitave and these "Blank ID" entries prevented me from deleting the table entry, in my case I was working to clean up old additional addressee/salutation types. The Blank ID records DO represent non-constituent records.
What I did to solve my problem was: create a query that included the table value on Relationships as well as constituents, then remove the old duplicative addressee/salutation from the non constituent record in database view.
Either eliminate the Blank Ids from View Uses or explain what that means and how to query them. (I don't get any results when querying blank ids). Is it possible those are non-constituent records?
