Add capacity to Online Event Registration Forms

Be able to set a max capacity for the whole event, this is especially important for events with multiple ticket types, especially table tickets that include multiple registrants

      Also the function previously allowed for a message when an event was fully booked - we used to give a message regarding a waitlist email
