Add Online Data Review for JustGiving Transactions

The new Online Data Review functionality in webview only works with donation forms. It would be helpful to add this for JustGiving Transactions.

Make the new data review process for constituent matching available for gifts coming into the system through Just Giving. Merged

We love the new data review process for our online donations forms but would really like to see this feature for our gifts that are coming in through Just Giving.
