Separate emails for declined RSVPs

With the addition of declining RSVPs, we should be able to create a second email response that gets sent to those who decline. As of right now, everyone gets the same email regardless of how they RSVP.

    We are just starting to utilize RENXT event registration forms and ran into this exact issue.

    Here is hoping that Blackbaud will add the option to send a different email response to those who register versus those who decline the RSVP. Otherwise, the decline RSVP feature can't be utilized without making the single email confirmation extremely confusing.
