Allow direct deposit to be moved up on RE NXT Optimized donation form

We would like to encourage our recurring donors to choose direct deposit over credit card for recurring gifts. We would like to move this option up above credit card on form or otherwise indicate that it is the preferred payment option.

    We have some A/B tests planned around direct debit placement once we start testing later this year. Keeping this open to voting in the meantime.
