As someone who is creating reports for our database, our Designated Officers will be running these reports at random times throughout the day, whenever needed. A 2-4 hour window for updated numbers is not only more random of when within that time frame it might be updated, but also not often enough. Every 60 minutes is way more reasonable and useful to our whole university.
