According to Blackbaud support, there is no way to bulk merge records in web view, and using their plug-in to do it in database view risks losing data. There needs to be a way, when you are provided with a list of constituent IDs/duplicate records to merge these in bulk. We do not need to search for the duplicates, they are already provided to us by our chapters. But now we are unable to do anything with them unless we go one by one and do them manually.
