Many times, we want a list of constituents whose records show a particular type of action in a given time period. Given the continuing lack of ability to filter Constituent Lists by actions, these tasks always require a static database query and a regularly run Queue. If we had a "Create a Constituent List" option on Action lists (as is available on Event registration lists), we could eliminate most of the need to create lists in database view.
