Allow organizations the ability to mark non-active/low donors to be "Unassignable"

Our organization has been on RE for over 26 years (150,000+ records) and we just recently transitioned over to NXT; and therefore, you can imagine all the necessary clean-up involved.  The system is showing that we have over 52,600 donors who are "Unassigned" to a fundraiser.  Currently we have approximately 5,000 donors/prospects assigned to five (5) different fundraisers based on geographical locations.  In order to not assign donors to a development team member just to be assigning and will result in "clogging" up their portfolios  - what is the industries best practice/standards in getting this large number of "Unassigned" donors who have not given in 10+ years assigned? The creation of a bogus name/region and assign them to that particular entity? In addition, do you mark them "Inactive" as well?

    I know the answer is to Filter the Unassigned list of Constituents, but it would be very handy to mark them off the Unassigned list without needing to do anything else.
