Allow for non-employee solicitors to be added in NXT

If I add a "Mark as Fundraiser" in NXT, the system create a User/Employee in Work Center, but if I add "Is a Solicitor" in RE, the system works well

This used to be possible in Web View. Seems that a recent update makes linking a User/login required for "Mark as Fundraiser".

Marking non-users as Fundraisers/solicitors is necessary for volunteer/committee solicitors, P2P solicitors, board members or doctors that get involved in opportunities etc...
