Move the Assign to Fundraiser option to the top of the Action Details tab when creating a new Action
Fundraisers tend to miss the "Assign To" option at the bottom of the tab when creating new Actions.
Moving that up to the top of the screen would help them to ensure they are selecting an option when adding a new Action.
