Action start and end time default time always AM

I find it frustrating that when I am adding actions like entering a recent phone call, when I put a time in, it defaults to AM, even if I am entering the action in the afternoon.

What I find more annoying is when I do enter the PM into the start time of the call it doesn't default to PM for the end time.
