In NetCommunity, final sending rights could be restricted based on the user. Could this be translated over to the Email Marketing Tool in RE NXT?

Our department has a select group of people who are trained to send final on all mass emails and it would be highly beneficial to be able to prevent other colleagues from having send final access.
