Settings in NXT should be in the same place

Settings in NXT should be in the same place (Tools/Settings and Control Panel/Settings)

NXT Settings should be found in the same place or menu. Having Tools/Settings and also Control Panel/Settings is messy, confusing, and unnecessary.
