allow all columns in event and participant view to be locked in place globally, for consistent view

When trying to add columns to participant lists, not all are available. Why? Columns can be unchecked (not viewed) but others are not able to be added.

Users should be able to create a  global view of event participant lists that is consistent throughout their individual event pages, and can contain all fields from database view.
