Today it is possible to add actions to RE using Outlook plug-in. On the plug-in you can chose 'Action type', 'Date', 'Summary', 'Action status', 'Opportunity'. Also, you can edit the notes and assign a fundraiser.

What the add-in is missing is the opportunity to add the current e-mail/note as a note to an already existing action.

One example of the benefit of this feature is when there is an action for a meeting and there is the meeting report on an e-mail. Both would be uploaded as separate actions, when in fact they should be together under the same action, but as different notes.
