When filtering by appeal, have optional list of active appeals only

We have a lot of appeals and it would make it easier for the fundraisers to see a list of current year appeals as that's what they would use most often.

YES!!! This keeps my "light" users very frustrated. I keep the RE appeals active/inactive very "tight" so that the staff can easily see what to assign. Too many choices make for confusion and a wrong entry. Great idea.

We create new appeals regularly, so our list is SUPER long and unwieldy.
