RE NXT Control Panel-Security lists all Blackbaud users including non-RE users (Blackbaud calls this a new security feature!) but does not list actual RE users who have not been invited yet. It makes inviting RE users too cumbersome and convoluted but it doesn't make sense at all to display non-RE users under RE section!
