In Online Express Event Registration, it would be useful to have a ticket grouping for Family - which would then allocate the number of spaces in the registration count. i.e. they select family - 1 but it counts 4 participants. I suspect it would need to be on the Event set up form where 1 selection = x number of spots. It would then allow you to offer a group sign up rate and collect details for each participants. This would also work for Gala type of events, where individuals could select a table of 10 or just 2 tickets.
