All Supervisors can add gifts in RE NXT

Currently, only Fundraisers with a portfolio can add a new gift in RE NXT.  If you have Supervisor privileges and are Fundraiser (in RE NXT) and you do not have a portfolio, you cannot add a new gift.

Suggest changing this so that anyone with Supervisor privileges can add a new gift in RE NXT, the way you can in RE database view.

    This would make sense...generally, Fundraisers with a Portfolio wouldn't be entering Gifts at all, and data entry staff who would be entering the Gifts wouldn't have a Portfolio.  I didn't realize this was the case...
