Solicit codes with an option to add start and end dates in the database view

Since the option to add a Start Date and End Date on solicit codes is in the webview. It would make sense to add this in the database view. This way we can make changes in the database view and also run queries to pull solicit code information based on start and end dates.

    The start and end dates should be added to web view queries as fields available for using as criteria as well as in the single row query export that will be replacing database view export.

    How is this affected (in NXT, specifically) by the new Consent Records?
