Duplicate Management Tool needs full review and update. For one, duplicates shouldn't live in that tool forever. Duplicate matching should be determined on the back end with settings (what qualifies as a match and how frequently the merge tool should run).

The tool should refresh the results each week based on constituent activity. New gifts, new memberships, constituent record changes, new records created. If they are not merged that week, they shouldn't live in the tool indefinitely unless marked as not a duplicate. They should come up again if there's new information to compare against.

We should have the ability to see full constituent details from merge screen - membership details, phone number, email address, mailing address, spouse information. Currently you need to click into the constituent record, determine if its a match, select to merge and then go back. This takes exponentially longer than just viewing everything from the one screen.
