Often our fundraisers will solicit for multiple gifts of different kinds to the same donor at once, meaning that the Action they record for one Opportunity is also relevant to a second (and possibly even third) Opportunity on that same constituent. Rather than forcing them to copy the Action in order for it to show up on all relevant Opportunities, I would love for Actions to be able to be linked to more than one Opportunity.
