Currently, all non-matched constituents are pushed in Online Data Review if you have selected that setting for your database. We would like an option to automatically create constituents if there are no matching fields at all. Essentially, if the name doesn't match, nor does the email address, the actual address and the phone number, there isn't a need for us to review the constituent-to-be as it most likely is indeed someone not present in the database.
