Currently the Constituent forms treat all submissions as valid, passing them to the review tool, at which time the user is given limited options to create a new constituent record or choose an existing record to link/update. Because the forms are unable to prevent spam entries using false names and email addresses, users need the ability to decline submissions and delete them without first having to create a record.
