Inactive Constituents Included in Online Data Review Merged

In Online Data Review, it is matching incoming transactions with existing records based on the name. However, it does NOT search for matching Inactive records. When I am attempting to match up existing donors in Online Data Review, Inactive donors MUST be included in search options. Because I know they aren't, I have to do the actual search in Database view. Until we realized that Inactive wasn't included in search results, we created many duplicate records. Searches across all aspects of NXT should include Inactive records (or the option to toggle on/off including Inactive records).

This is imperative for good data hygiene and donor relations. We don't want more duplicates, and we definitely don't want to send first time donor outreach to donors who are reactivating.

Given that orgs all have different criteria for marking constituents as Inactive, and that sometimes donors do unexpected things (like giving out of the blue after 10 years of no activity), it is critical that Online Data Review is flexible enough to include inactive records so that we can maintain data integrity and avoid duplicates.

An off/off toggle that defaults to just showing Active records, but allows users to show inactive as needed would be an ideal way to operationalize this.

This is a critical step in helping us mange duplicate consituents! Inactive should be available on ALL searches!

Sometimes, constituents get marked inactive in error, or simply due to bad past data practices. We need to be able to see these inactive constituents in online data review, or the data will just become messier with one inactive constituent, and a new, duplicate one. A toggle on/off is acceptable, but they should not be excluded with no other option.
