Allow users to move pop-up windows

Allow users to move pop-up windows in NXT like we can in database view. This would be helpful for capturing instructional screen shots and for viewing data covered by the new window. It is fixed in place in every instance where a pop-up window is available and is extremely frustrating.

    YES! Sometimes I need to be able to see some of the data behind the pop-up--like when adding a gift directly to the record. I need to see previous coding for consistency.
