When we open an assigned prospect in DB view, it is set to send an Opening Constituent Rule dialog box to warn us if the prospect is assigned to another development officer. NXT should have this "old" RE functionality.  For the moment anyone can open any constituent and it does not warn about pre-existing assignments -- we always found this very useful and miss it now that we have migrated to NXT.
